SUPPORT PROGRAMME FOR THE RUNNING OF THE CIVIL REGISTRATION SYSTEM IN MALI: SUPPORT FOR THE IMPLEMENTATION OF A SECURE INFORMATION SYSTEM
In keeping with the General Assembly on Decentralisation (2013) and in the broader framework of the Agreement for Peace and Reconciliation in Mali (2015), the decentralisation process is experiencing a new impetus. It is seen as an essential element for the reconstruction of the State, especially for links between Mali’s citizens and the public powers. In this context the strengthening and modernisation of state civil registration services seems vital.
Introduction
Since January 2018 Civipol has been working in Mali on a support project to strengthen civil registration in Mali. The project lasts 48 months and has 25 million Euros in funding, provided by the Emergency Trust Fund, for stability and to fight against the root causes of irregular migration in Africa. The overall aim of the project is to contribute to universal civil registration through the implementation of a secure information and management system to be operated directly by the local governments.
The programme activities are detailed in a single action sheet implement by two European operators: CIVIPOL and Enabel (Belgian development agency). To assist the Malian local authorities who are beneficiaries of the project, CIVIPOL has made available a team of five international experts. In addition to implementing the pre-identified activities, the role of the experts is to offer the authorities technical support in modernising the civil registration system, particularly in implementing the National Strategy for Civil Registration adopted in 2018 by the Malian government.
Aims and Current Activities
The aims and expected results of the project are as follows:
- Contribute to strengthening the civil registration system by improving the strategic management of civil registration and the capacities of local authorities charged with managing civil registration.
- To have a central register of consolidated civil registrations linked to a biometric database and to the civil registration centres.
