Project for the modernisation and expansion of civil protection services in Côte d'Ivoire
The project for the modernisation and expansion of civil protection services in Côte d’Ivoire, funded by the European Commission, is managed by the agency Expertise France in partnership with CIVIPOL. The project offers a modern and efficient civil protection system which will allow better management of crises and increased protection in the face of the population’s vulnerability. The project aims not only to strengthen the ability of civil protection structures to take charge of protecting citizens, goods and the environment as a public service but also to restore essential government services throughout Côte d’Ivoire.
It began in October 2016 for a planned duration of 34 months.
The Programme
CIVIPOL is responsible for implementing the training component and organisational support for the National Office of Civil Protection (ONPC – Office National de la Protection Civile). For CIVIPOL this means:
- Delivering basic training for 1500 fire-fighters and training for the first managers of the new fire-fighting brigade.
- Giving the ONPC the capacity to manage and coordinate the Emergency Services Centres and setting up a national centre capable of coordinating a response across government departments to a national crisis or several regional crises.
- Providing support to the Director of the ONPC for the administrative and financial management of structures and equipment, supervision of human resources, coordination, and training.
Activities are therefore based primarily around training whether basic for the fire-fighters or specific for the managers. However, the activities do also include capacity-building for ONPC managers and the Director for the administrative and financial management of structures and equipment, supervision of human resources, coordination, and staff training.
