EL PACCTO – EUROPE-LATIN AMERICA, SUPPORT PROJECT AGAINST ORGANISED TRANSNATIONAL CRIME – POLICE COMPONENT

El PAcCTO is a European Union project which provides technical assistance to Latin American States to efficiently fight organised crime. To achieve this, the programme aims to strengthen the entire criminal justice chain through police cooperation, cooperation between justice systems and improved prison systems across the region.

Description

This project takes the form of grant contract between CIVIPOL and Expertise France. Its aim is to implement the “Police” component of the El PAcCTO programme (Regional Cooperation Programme to Strengthen the Fight against Organised Crime) across 18 countries in Latin America.

The grant is for €3,019,304 excluding tax for an initial duration of five years.

The EL PAcCTO project is the first EU programme at this regional scale and with such a broad scope. It is a cooperation instrument funded by the European Union for the rule of law and security in Latin America. Co-led by Expertise France and FIAPP, the project’s aim is to strengthen operational cooperation between the region’s police, justice and prison administration systems through dialogue with the Latin American States. The European Union has given itself the task of disseminating lessons learnt and know-how from its experience of the common European security and justice area.

El PAcCTO seeks to bring together initiatives and strengthen European networks by implementing joint activities with regional initiatives such as EUROPOL, EUROJUST and the European Judicial Network in criminal matters. The programme uses various types of dialogue: cross-sectoral and thematic, national, regional and bi-regional.

General aim

Contribute to strengthening the rule of law and citizens’ security in Latin America.

Specific aims based on three areas

  • Support the growth and specialisation of security bodies and forces in the Latin American states.
  • Promote judicial and financial cooperation.

  • Support the development of prison systems that are more modern, efficient and respectful of human rights. 
  • Promote cross-border, regional and international cooperation in the fight against organised crime.

Expertise France (EF) and FIIAP co-administer and implement the programme’s thematic, technical and financial management. The Programme is also split into five cross-cutting themes: human rights, gender, cybercrime, corruption and money laundering.
