Technical Assistance to the Lebanese Armed Forces and to the General Directorate of General Security
Whilst both, Lebanese Armed Forces and the General Directorate of General Security, have strong internal management accountability systems, external accountability and oversight systems can be further improved.
Strengthening the capacity of both organisations to manage their service delivery obligations in an accountable way will therefore make an important contribution to enhancing organisational effectiveness and supporting the key rote the agencies can play in providing security in ways which strengthen national stability and social cohesion.
Project objectives
The overall objective of the project is to reinforce Lebanon’s stabilization and cohesion by supporting the unifying and reforming role of the security system. LAF and GS, which are among the major institutions of the country in the field of security, were elected with the aim of improving their institutional capabilities to fulfill their legitimate roles in a manner that promotes national stability and is consistent with the principles of a democratic State.
More specifically, the following results are expected:
- Organizational development of LAF and GS is promoted and their capacities are improved, thanks to :
- Stronger internal management
- Strengthened professional standards
- Definition of equipment needed to support organizational development
- Dialogue is promoted and effective governance and oversight mechanisms are progressively in place, thanks to:
- Research, learning and exchanges
- Two-way communication
- Civic engagement.
