SUPPORT PROJECT FOR THE G5S FOR SECURITY IN THE SAHEL
The effective implementation of the support project for the G5 for security in the Sahel (PAGS) began in September 2016. It is funded by 7 million Euros from the EU Emergency Trust Fund for Africa (EUTF) and consists of three components : support for the permanent secretariat of the G5 Sahel, support for the Sahelian Security College (CSS – Collège Sahélien de Sécurité) and support for the rotating presidency.
The aim of the project is to contribute to strengthening governance, stability and security of the five member countries of the G5 Sahel (Burkina Faso, Mali, Mauritania, Niger and Chad) whilst respecting international best practices and international human rights standards.
Component 1 – Support for the permanent secretariat
- Implementation of the security cooperation platform (PCMS – plateforme de coopération en matière de sécurité). The aim of this component to make the PCMS, which is made up of a central regional platform and five national platforms, operational. The PCMS is designed to facilitate the exchange of police intelligence and to carry out criminal analysis.
- Development of a three-pronged border strategy: better understand and recognise the reality of border areas; better prevent irregular migration, the development of criminal activities and radicalisation; and better act to organise and implement the response to attacks on the stability and security of the G5 area.
- Support in building the Regional Cell for the Prevention of Radicalisation (CELLRAD – Cellule de Prévention de la Radicalisation)
Component 2 – support for the Sahelian Security College (CSS)
The main aims of the CSS are to create a network of security actors (police officers, judges, members of the judiciary, members of civil society, and religious dignitaries) and to train management within the national security forces. There are four types of activity :
- Technical training on border management, the criminal investigation police, intelligence and training expertise (courses leading to diplomas or qualifications);
- Thematic training on criminal phenomena ;
- Seminars ;
- Exercises for management or field exercises.
Component 3 – support for the rotating presidency.
This component is about providing technical support to the rotating president of the Conference of Ministers of the G5 Sahel under his/her mandate.
