Cooperation project to support the Afghan Ministry of the Interior funded by the French Ministry of Foreign Affairs which is responsible for the strategic and policy management of the project. It is being implemented by the French Ministry of the Interior which is deploying technical assistance.

 

Project Aim

The aim of the project is to respond to the Franco-Afghan friendship treaty for capacity building of the Afghan security forces, law enforcement agencies, the criminal investigation police and civil security forces in the fight against terrorism and the fight against drugs.

Description of actions

  • Assistance for the counter-terrorism department through training sessions and the provision of equipment
  • Support for the fight against drug trafficking through training sessions including on the fight against money laundering
  • Afghan officers sent to the National Gendarmerie Officers School (EOGN – École des officiers de la gendarmerie nationale) in Melun to receive management training.
  • Support for the Afghan National Civil Order Police (ANCOP) in the form of a VIP protection training course.
  • Support for the criminal investigation police through a stronger Interpol office in Kabul.
  • Support for the creation of an Afghan unit for post-earthquake response.

Roughly twenty actions per year, including in 2018, on the project’s main themes:

1. Counter-terrorism

  • Unveiling of a response group to the terrorist threat
  • Study visit to assess the management of national security crises – December 2018.
  • Exchange of intelligence and the fight against cybercrime (25 November to 1 December 2018 in Paris and Luxembourg)
  • Visit to France in collaboration with Norway on the topic of terrorist attacks – June 2018.
  • Identity investigation techniques on a crime scene or following an attack.

2. Drug trafficking / fight against money laundering

  • Phases in the fight against irregular migration (2 phases)
  • Training on recruitment

3. Training for managers

  • Study visit for the topic ‘High-Profile Attacks’

4. Support for ANCOP

  • Planning phase with three senior NPCC (National Police Command Centre) officers in March 2018
  • Training of three ANCOP staff officers at the National Gendarmerie Directorate (DGGN – Direction Générale de la Gendarmerie Nationale) Planning and Crisis Management Centre (CPGC – Centre de Planification et de Gestion des Crises) – July 2018

5. Support for the criminal investigation police

  • Training of Afghan Border Police (ABP) and Criminal Investigation Police (CID) on new techniques to detect false documents.
  • Training of Tadjik police officers on the fight against document fraud
  • Training on the study of drugs, chemical precursors, trafficking zones and concealment methods

6. Support for post-earthquake response

  • Training mission: dog handlers for avalanche rescue

  • Course on political migration in France for two Afghan trainees from 1 to 5 April 2019.
  • RAID (Research, Assistance, Intervention, Deterrence) course in Kabul for CRU (Crisis Response Unit) 222 from 20 April to 3 May 2019.
  • Money laundering course from 8 to 14 May 2019.
  • Human trafficking course from 16 to 21 May 2019.
  • VIP Protection course from 15 to 28 June 2019.
  • Visit of three CRU 222 officers from 22 to 28 June 2019.
  • Detection and profiling mission from 15 to 22 June 2019.
  • Visit from senior Afghan authorities 28 January to 1 February 2019. Individuals present: General Ibrahimi, Vice-minister of the Interior, Colonel Hamudi, the Minister’s aide-de-camp, General Abdul Rahimzai, the Minister’s chief of staff, General Totakhil, Director of the Criminal Investigation Department, Colonel Rashidi, local Interpol representative in Kabul and Lieutenant Saber.The visit facilitated the issuing of consular travel documents for the Border Police’s escorts in the event of forced returns (mainly of Afghan criminals who pose a significant risk) as well as the positioning of France as a credible partner for Interpol and Afghanistan in the feasibility and implementation of a police project.
