KE Regional threat assessment

The Key Expert for Regional Threat Assessment, Component 1, will be responsible for promoting activities focusing on continuing the development of the IDEAL (Evaluation of the Threat of Transnational Organised Crime in Latin America) instrument, both for police/security and penitentiary in Latin America.

He/she will be directed by the Deputy Director of Component 1, will be working in association with the others key experts of the Component 1, with the Thematic Programme Manager and will be supported by a project officer.

The Key Expert for Regional Threat Assessment will be assigned with the following tasks

  • Identify the demands of the beneficiary countries about human beings and cultural goods illicit markets. Evaluate the relevance of these demands (political, sustainability, impact and high institutional priority) and its coherence with the objectives of the Programme. Validate the demands which fulfil the above-mentioned criteria;
  • Elaborate activity proposals for the annual action plan of the Component 1;
  • Ensure the implementation, monitoring, technical justification and follow up of these activities;
  • Maintain a constant dialogue with the focal points of Latin-American and European countries;
  • Bring its own expertise in all aspects of the implementation of the activities;
  • Identify and mobilise specific expertise from different EU and AL countries to support the activities;
  • Work closely with the Key Experts of components 1, in order to ensure a complementarity between their respective areas and activities, develop common activities and share good practices;
  • Work closely with the Project officer in order to implement activities in line with the contractual requirements, both technical and administrative, of the programme.
  • Ensure the visibility of the Programme and the European Union in all the activities implemented;
  • Participate to the evaluation of the activities.

The profile of the Key Expert for Regional Threat Assessment. should comprise the following elements:

  • Civil servant of Ministry of Interior with at least 15 years of experience;
  • At least 7 years work experience, nationally and internationally, in Threat assessment
  • Experience in technical assistance programs, in the areas of justice and security, regional cooperation and threat assessment;
  • Working experience in the field of cooperation projects with Latin America;
  • Practical experience in planning and organizing complex activities;
  • Experience in multilateralism and active participation in international forums;
  • Fluent in Spanish and English, Portuguese will be a bonus.
  • Willingness to travel within Europe and overseas.
  • Working experience in Latin America, desirable.
  • Previous experience of work in the first phase of EL PAcCTO Programme or other J&S TEI initiatives, desirable.
