Deputy Director for Criminal Markets
The Deputy Director for Criminal Markets will play an essential role in the implementation of the Programme. They represent a direct link between the line-ministries, that will provide expertise to the programme, and its beneficiaries that will receive the assistance. The Deputy Director will be responsible for defining the strategic vision for their thematic component and for implement it.
They will be specialized in the fight against drug and firearms trafficking and will lead a team of 4 Key Experts specialised in other criminal markets: drug and firearms trafficking, environmental crimes, cybercrime, human trafficking and cultural goods trafficking.
The Deputy Director will be assigned with the following tasks:
- Identify the demands of the participating countries in the fight against the criminal markets. Evaluate the relevance of these demands (political and high priority) and its coherence with the objectives of the Programme. Validate the demands which fulfil the above mentioned criteria;
- Elaborate an annual action plan for their component, gathering all the activities (national and regional) base on the demand identification;
- Ensure the implementation, monitoring, technical justification and follow up of these activities;
- Maintain a constant dialogue with the relevant authorities of the participating countries;
- Work closely with the Deputy Directors in order to ensure a complementarity between their respective activities, develop common activities and share good practices;
- Work closely with the Project Director and the Coordination Committee and the Key Experts, in order to ensure a complementarity between their respective activities, develop common activities and share good practices;
- Ensure the representation of their component (and possibly of the Programme) on relevant activities and/or in regional or international meetings and forums;
- Ensure the visibility of the Programme in all the activities implemented by their component;
- Participate on the evaluation of the activities.
- Operational cooperation in the fight against Criminal Markets:
- EMPACTS and Networks (Police, Justice and Penitentiary)
- Specialised Multidisciplinary Teams (EME)
- Bilateral cooperation
- Participation in the strategic instance in an operational level: CLASI, Justice Political Cycle and Penitentiary Cycle.
The team of the fight against Criminal Markets component, lead by their deputy director, will have the following tasks:
- Bring its own expertise in all aspects of the implementation of the activities of the component;
- Identify and mobilize specific expertise from different EU and AL countries;
The profile of the Deputy Director of the component “Fight against the Criminal Market” should comprise the following elements:
- In-depth knowledge of Police co-operation
- At least 12 years of work experience in a Ministry of Interior or Institution in charge of the fight against the criminal markets, specially drug and firearm trafficking;
- Experience of work in Latin-America and the Caribbean
- Fluent in Spanish, English and French. Portuguese is an asset;
- Experience of work on an international co-operation Programme.
