Short term expertise SAR 1700 vessels operational maintenance needs identification

The primary objective of this assignment is to define the measures and actions to be taken or implemented in order to improve the Egyptian Navy’s capacities of operational maintenance and technical support for the SAR 1700 fleet

In view of the SAR 1700 maintenance plan and the imperatives resulting from it, the scope of work entails:

· State of the existing maintenance resources, equipment and infrastructure in the 3 locations;

· Number and qualifications of staff responsible for maintenance L1 and L2 on sites;

· L3 maintenance needs and possible integration will be considered;

· Identification and proposal of recommendations and targeted actions aimed at (non-exhaustive list):

• staff training,
• the provision of necessary equipment and/or infrastructure;
• the planning and monitoring of maintenance operations, with tracking and management of parts;
• the response to urgent maintenance needs;
• the strengthening of management capacities of the support function over time.

The study shall consider maintenance capacities as a whole for the project objective is ensuring Egyptian Navy autonomy for long term maintenance.

Any other contribution necessary for the achievement of the mission: the planned work will be discussed with the resident expert in Cairo and the project manager, who may decide on their adjustment in order to ensure proper implementation of the mission and the effective achievement of the objectives.

The expert/service provider undertakes to personally contribute to the successful completion of the project by making their knowledge and whenever necessary network available. He also undertakes to provide any information deemed useful for carrying out the project and a better understanding of his environment, notably through an end-of-assignment report, with the aim of identifying as best as possible the issues, potential difficulties and recommendations in the perspective of the proper preservation of the ships. The report (and its recommendations) will be intended to be communicated to the EU, EUD &Egyptian Navy.

o Modalities

- 12 days of service (2 days for mission preparation, 8 days on site, and 2 days to draft deliverables), currently planned by end of 2026 or the first half of 2027; discussions via video conference can be organized if necessary; the coordination of complementary expertise profiles may be considered.

- The mission will be planned with the CIVIPOL resident expert in Cairo in agreement with the Egyptian authorities at a date to be determined, which may change given operational constraints.

- The expert/contractor reports to the resident expert and, when necessary, to the project manager. He must also answer the questions of his interlocutors (Egyptian Navy).

- The contribution may consider the intervention of one or more experts; which will be discussed.

- Contractual modalities foresee a daily rate, they will be agreed upon during discussions.

o Required qualifications and skills

- Expertise in the field of maritime technical support and maintenance for small vessels, allowing an understanding of the issues and needs of stakeholders;

- Excellent interpersonal skills;

- Autonomy, rigor, organizational skills, ability to work in a team;

- Professional English mandatory;

- Knowledge of European programs and public procurement is a plus.

o Expected deliverables

Travel expenses are covered within the limit of the cost of a second-class train ticket or an economy-class plane ticket; compensation for local expenses (transfers, accommodation and meals) are paid on the basis of the 2022 European perdiem grid.
