International Short-Term Expert on Counter Terrorism / ILP – Analyst in support of ILP

Activity:

Cluster II: Counter Terrorism / P/CVE and ILP: Will have a particular focus on the ability to build capacity of beneficiaries to counter the threat from terrorism and prevent violent extremism. In addition, a key focus will be to enhance at all levels, the Intelligence Led Policing (ILP) Model

For each deployment, 5 working days at various training locations in Sarajevo including project office.

PROJECT BACKGROUND

The International Short-Term Expert on CT / VE / ILP will work as part of the implementation team for the European Union grant-funded project “EU Police Assistance for Bosnia and Herzegovina” (EUPA4BiH). EUPA4BiH is a four-and-a-half-year project aimed at improving the security of citizens in Bosnia and Herzegovina.  The project is funded by the European Union and implemented by a European consortium led by the Center for International Legal Cooperation (Netherlands), in cooperation with the Foundation for International Legal Cooperation Foundation (IRZ/Germany), CIVIPOL (France), FIAP (Spain), and CPMA (Lithuania).

The project has three key objectives:

  1. Improve the effectiveness of institutions involved in combating transnational organized crime, corruption, drug trafficking, money laundering, cybercrime, human trafficking, terrorism, radicalization, violent extremism, and corruption to ensure better institutional interoperability (including the enhancement of criminal intelligence systems).
  2. Improve data collection and exchange and ensure data protection according to EU standards and best practices.
  3. Enhance governance standards to promote stability and progress toward EU membership, improve threat identification and response, and strengthen capacities to prevent and combat crime.

 

ROLES AND RESPONSIBILITIES

The expert will provide recommendations and support in accordance with international standards and EU best practices, based on the assessment of the legal framework and policies within BiH.

The expert will concentrate his/her activities on:

  • Conducting workshops and training/mentoring (to include working with other donor institutions)
  • Provide expert assessment and analysis of training needs and future interventions that will support the collection and analysis of information. 
  • Prepare an overview of the operational and technical landscape within the beneficiaries regarding analytical capability within the beneficiary institutions. 
  • As a subject matter expert, develop bespoke training material to support training delivery to wide range of beneficiaries.
  • As a subject matter expert, deliver bespoke training to the beneficiaries regarding analytical products that are intrinsically linked to ILP (Intelligence Led Policing) 
  • Provide expert assistance and guidance on the technical (hardware/software) euipment that might compliment the analytical framework supporting ILP.  
  • Provide expert assessment and analysis of future project interventions and how training proposals will help improve interoperability.

 

Planned deliverables and results, the ISTE will support the following outputs/activities:

Output Indicator 2.1 Increased ability in BiH to Counter and Prevent Terrorism and Violent Extremism:

 

Output 2.2 Enhancing ILP Model at all levels:

  • Activity 2.2.1 Further enhance ILP Model
  • Activity 2.2.2 Strengthen the cooperation among LEAs and achieve successful collection, analysis and exchange of information

 

  • The ISTE will deliver a detailed mission report to the Cluster Lead/Team Lead in respect of delivery against all agreed activities and objectives and this must include:
    • Overview of the training delivered including relevant learning points, legislative issues, training needs and investigative gaps
    • Provide all relevant training material and project notes/documentation which has supported delivery against activities
    • Provide recommendations for technical requirements that beneficiaries will need to enhance analytical support to ILP 
    • Conclusions and recommendations

 

EXPERT PROFILE: GENERAL REQUIREMENTS

  • Be a current or former experienced Police analyst who is a qualified practitioner in the use and management of modern analtical tools to support ILP. 
  • Be a current or former experienced Police analyst who is completely aware of the ILP model applicable to BiH. 
  • Have recognised international credentials (or accredited associations with institutions that support international best practice in the area of police analytics)
  • Demonstrated high levels of professionalism and ability to work independently, in a complex environment and under tight deadlines.
  • Can provide detailed technical understanding of the full range of analytical products that support ILP within BiH.
  • Can deliver training in the full range of analytical products that support ILP within BiH. 
  • Proficient/Fluent in written and spoken English
  • Excellent inter-personal and communication skills

 

SPECIFIC REQUIREMENTS

  • Must have intimate knowledge and operational experience of Intelligence Led Policing (ILP) Must be a subject matter expert in the use of all analytical approaches that support the ILP model. 
  • Must have previous experience of supporting LEAs on analytical products in line with ILP Model (Within BiH or Western Balkans region). 
  • Must have clear understanding of the full range of specific analytical products under ILP such as Organised Crime Group Mapping, Offender profiling etc
  • Must be capable of designing and delivering bespoke training on the above.
  • Must have the capability to deliver training and support to produce Strategic / Tactical threat assessments under ILP framework
  • Must have considerable experience of technical tools utilised by analysts in BiH (i2 analyst notebook etc)
  • Must have a strong track record of supporting other international projects with analytical products in line with ILP. 
  • Must have practical knowledge and understanding of the legislative framework that governs this activity within BiH.
  • Must have strong experience with integrating ILP into organisational change.
