PROJECT BACKGROUND
The International Short-Term Expert on CT / VE / ILP will work as part of the implementation team for the European Union grant-funded project “EU Police Assistance for Bosnia and Herzegovina” (EUPA4BiH). EUPA4BiH is a four-and-a-half-year project aimed at improving the security of citizens in Bosnia and Herzegovina. The project is funded by the European Union and implemented by a European consortium led by the Center for International Legal Cooperation (Netherlands), in cooperation with the Foundation for International Legal Cooperation Foundation (IRZ/Germany), CIVIPOL (France), FIAP (Spain), and CPMA (Lithuania).
The project has three key objectives:
- Improve the effectiveness of institutions involved in combating transnational organized crime, corruption, drug trafficking, money laundering, cybercrime, human trafficking, terrorism, radicalization, violent extremism, and corruption to ensure better institutional interoperability (including the enhancement of criminal intelligence systems).
- Improve data collection and exchange and ensure data protection according to EU standards and best practices.
- Enhance governance standards to promote stability and progress toward EU membership, improve threat identification and response, and strengthen capacities to prevent and combat crime.
ROLES AND RESPONSIBILITIES
The expert will support the following outputs/activities:
Output Indicator 2.1 Increased ability in BiH to Counter and Prevent Terrorism and Violent Extremism:
- Activity 2.1.2 Support multi agency approaches to counter radicalisation
- Activity 2.1.6 Develop guidance and procedures to better prioritise and manage intelligence
- Activity 2.1.7 Improve information exchange and coordination
Output 2.2 Enhancing ILP Model at all levels:
- Activity 2.2.1 Further enhance ILP Model
- Activity 2.2.2 Strengthen the cooperation among LEAs and achieve successful collection, analysis and exchange of information
The expert, in close cooperation with Cluster II Lead, will deliver on the following:
- Develop/Prepare bespoke training/awareness material that will enhance the development of High Risk Local Profiles (HRLPs) specific to the area of CT and to complement PREVENT initiatives. Ensure that delivery is in line with project cencept note. Prepare for a multi agency workshop/training to discuss, plan and agree future interventions (1.5 days)
- Delivery of HRLPs awareness training and delivery of HRLPs workshop. Assist with other training delivery outputs occuring that week such as Int Manager training (2.5 days)
- In addition to a completed mission report, present to to the Cluster Lead, outcomes in respect of delivery against all agreed activities and objectives (1 day)
- Participate in virtual meetings in advance of delivery to ensure all plans in line with project objectives (no cost to project)
- Analysis and assessment of the training/events delivered including any relevant learning points, legislative issues, future training needs, operational issues and recommendations for future delivery of additional training/interventions.

Planned deliverables and results:
The ISTE will deliver a completed mission report to the Cluster Lead in respect of delivery against all agreed activities and objectives (by submission deadline) and this must include:
- Provide assessment/advice on the use of supplementary approaches that will assist the beneficiaries.
- Provide all relevant training material and project notes/documentation which has supported delivery against activities
- Conclusions and recommendations
Mission report prepared and submitted to the Team Leader and Cluster Leader within 5 days after the conclusion of the mission
EXPERT PROFILE: GENERAL REQUIREMENTS
- Be a former and experienced operational Law Enforcement officer (at least 20 years) who is a qualified practitioner in the use and management of intelligence.
- Ideally, will have recognised qualifications in Training or can demonstrate excellent track record of training delivery
- Develop and advise on other initiatives supporting project interventions (ie ILP)
- Participate in virtual meetings in advance of delivery to ensure all plans in line with project objectives (no cost to project)
- Must have academic credentials in the area of CT or demonstrate that they are a recognised SME
- Have recognised international credentials (or accredited associations with institutions that support international best practice in the area of CT or ILP)
- Demonstrated high levels of professionalism and ability to work independently, in a complex environment and under tight deadlines.
- Proficient/Fluent in written and spoken English.
- Excellent interpersonal and communication skills
SPECIFIC REQUIREMENTS
- Must have intimate knowledge and operational experience of recognised PREVENT strategies but specifically in the concept of maximising intelligence between police and civic partners.
- Must have previous experience in the development and integration of PREVENT initiatives into strategic planning.
- Must understand the concept of utilising intelligence profiles with multi disciplinary teams to better understand and mitigrate risk (specifically regarding violent extremism)
- Must be a subject matter expert in both ILP and CT.
- Must have strong academic credentials in the area of CT and PREVENT.
- Must have previous experience of supporting LEAs on CT/VE/ILP within BiH or Western Balkans region.
- Must have a strong track record of supporting other international projects under the Rule of Law
- Must have practical knowledge and understanding of the legislative framework that governs this activity within BiH
