Seniors short-term experts to conduct an Assessment and counselling mission on environmental crime response capacities

Context of the Assignment

EU4LEA is a European Union-funded technical assistance project under the Instrument for Pre-Accession Assistance. It is designed to support and strengthen key Albanian law enforcement institutions — notably the Albanian State Police (ASP), Ministry of Interior, SPAK (including the Special Prosecution Office and the National Bureau of Investigation (NBI)), the General Prosecution Office, and District Prosecutor Offices — in aligning their performance with EU standards.

Under the second phase of the project, launched in March 2025, CIVIPOL is involved in implementing targeted activities aimed at enhancing interagency operational capacities to combat organised crime. Among others, this aims to reinforce capacity of the LEAs in Albania to prevent and investigate environmental crimes enhanced through improved inter-agency coordination.

In this context, CIVIPOL will recruit two Senior STE, with a strong professional background in envicrime investigations to conduct an Assessment mission and counselling on environmental crime investigations capabilities, which includes to deliver a full update of previous assessments, a needs assessment and an action plan to support investigators involved in the thematic, a roadmap to implement a sustainable  inter-agency and international cooperation, a set of practical and actionable recommendations (in a repressive and preventive standpoint) tailored to the specific needs of the Albanian law enforcement authorities, an assessment of ad hoc training curricula delivered in Security Academy. This activity aims to contribute to the reinforcement of capacities of Albanian Prosecutor offices and LEAs in the fight against environmental crime.

Key Responsibilities and Tasks

The selected experts will be responsible for the following tasks:

  • Assess the current capacities in fighting environmental crimes, including:
    • the capacities of the dedicated division within the Organized Crime Direction of the Criminal Police,
    • the implementation of a network of specialized police officers at local level,
    • the strengths and weaknesses regarding the international and inter-agency cooperation notably between judicial authorities, High Inspectorate for Territory Protection (IKMT) and National Environmental Authority (AKM).
  • Conduct meetings and visits to propose recommendations tailored to the specific needs (training and equipment) of LEAs involved in the thematic.

 

  • Design an activity plan to support the reinforcement of capacities in Environemental Crime. The supporting activities can include training (basic-advanced), workshop, study visit in an EU MS , equipment, tailored to the needs and skills of the beneficiaries.

 

  • Review the curricula on the fight against environmental crime included in the training courses of the Security Academy and its effective implementation. 

 

  • Support efforts to raise public awareness about the negative impacts of environmental crime.

 

  • Prepare a detailed report with assessments and key findings, analyses, and actionable recommendations.

 

  • Any other task necessary to complete the above-mentioned ones.

 

Expert Profile – Required Qualifications and Experience

  • At least 10 years of professional experience as an investigator in the field of envicrime within an EU law enforcement agency.
  • Demonstrated experience in conducting assessments and counselling related to security measures (in a repressive and preventive standpoint) specific to law enforcement agencies. 
  • Proven expertise in interagency collaboration in the field of envicrime;

 

  • Demonstrated experience in providing assistance and development of training skills, within the framework of international cooperation projects supporting police services.
  • Excellent communication skills and fluency in spoken and written English.
  • Good knowledge of the Western Balkans region would be considered an asset.

 

One of the experts would primarily act as the coordination specialist, while the other would take on a more technical expert role.
