    CONSTRUCTION AND DELIVERY OF FLOATING JETTIES FOR SAR 1700 VESSELS

    1. Description of the contract

     

    The aim of the project “Support search and rescue operations at sea in Egypt” is to strengthen the Egyptian government's actions at sea, and more specifically its Search and Rescue operations in Egyptian maritime areas in the Mediterranean Sea. 

     

    The purpose of the contract is the construction and delivery of 3 floating jetties for SAR 1700 vessels.

     

    2. Number and titles of packages/lots

     

    One single lot. 

     

    PARTICIPATION CONDITIONS

     

    3. Eligibility

     

    Participation in the contract is open to legal entities (participating either individually or in a consortium of tenderers):

    1. Participation in tenders is open to any legal entity from an eligible State in accordance with the financial instrument used: NDICI.
    2. Participation in calls for tender is open to international organisations (by their very nature, regardless of where they are based). International organisations have no nationality. They are entities formed by at least two States and recognised as such by a third State. Their founding instrument defines them as not subject to the national laws of the country in which they have their headquarters;

     


     

     

    4. Number of offers

     

    Tenderers may not submit a tender for a variant in addition to their tender for the supplies required in the tender documents.

     

    5. Situations of exclusion

     

    Tenderers must provide a signed declaration, included in the tender form for a supply contract, that they are not in any of the situations listed in point 2.2.2 of CIVIPOL's Guide to Procurement Procedures and Contract Award Rules (hereinafter the "Guide")..

     

    6. Subcontracting opportunities

     

    Partial subcontracting shall be described and explained, some activities shall remain the sole responsibility of the Contractor.

     

    7. Information meeting and/or site visit

     

    No information meeting is planned.

     

    8. Validity of offers

     

    Tenders are valid for a period of 90 (60+30) days from the deadline for submission.

     

    9. Planned start date of the contract

     

    Mid May 2025

     

    10.       Task implementation period

     

    6 months from the date of signature of the contract.

     

    SELECTION AND AWARD CRITERIA

     

    11. Selection criteria

     

    The following selection criteria will be applied to bidders. Where tenders are submitted by a consortium, these selection criteria will apply to the consortium as a whole:

     

    1)        Economic and financial capacity

    3)        Technical capacity of the bidder 

    Please refer to the instructions for tenderers.

     

     

     

    12.       Award criteria

     

    Prices: to the lowest compliant bid.

     

    Note: CIVIPOL has no obligation to proceed with this invitation to tender and reserves the right to award only part or none of the contract. CIVIPOL shall incur no liability to anyone by doing so.

    Tenders must be drawn up using only the standard tender form for supply contracts included in the tender dossier, the provisions and format of which must be strictly adhered to.

     

    Any questions concerning this invitation to tender must be sent in writing, along with a non disclosure commitment and proof of the signatory’s clearance justification, to hage.f@civipol.fr (quoting ”Ref 202509” as a heading to the message) at least 15 days before the deadline for submission of tenders given in point 18. CIVIPOL will respond to questions at least 10 days before the deadline for submission of tenders.

     

    Clarifications or minor changes to the tender documents are published no later than 10 days before the deadline for submission of tenders on the CIVIPOL website: https://www.civipol.fr/fr/appel-d-offres and https://marchesonline.achatpublic.com/sdm/ent/gen/ent_recherche.do.

    Any offer received after the deadline will not be considered.
