Deliverable(s)

The dissemination of presentations across the WB6 beneficiaries in order to facilitate the alignment process of their national legislation with the European framework as regards the public space and critical infrastructure protection.

1. Context

The project «Strengthening Public Spaces and Critical Infrastructure Protection in The Western Balkans» has two main objectives :

  • The adoption by the Western Balkans of EU best practices and approaches to terrorist threats to public places and critical infrastructure.
  • To strengthen strategic and operational cooperation within the Western Balkans and between the region and the EU in detecting, investigating and responding to terrorist threats to public places and critical infrastructure, using EU tools.

To achieve these, the two subjects have different activities planned :

Critical infrastructures

 

Protection of public spaces

  • EU legislation, strategies and best practices on which the Project is based on will be comprehensively presented. In accordance with the needs of beneficiaries and the gap analysis presented in each beneficiary report, beneficiaries will be supported in drafting legislation proposals to strengthen the legal framework and the strategies aimed at reinforcing public spaces’ protection will be reviewed.

 

  1. Description of the Activity

 

    1. Context and justification

 

This activity will comprehensively present all EU lagislation, strategies and best practices on which the project is based on and the national legislation will be revised and harmonized with EU requirements.

 

    1. Objective(s)

 

EU legislation, strategies and best practices in the field of public space protection will be presented and national legislation will be revised according to the gap analysis. In the field of critical infrastructure new European framework will be presented and beneficiaries will be supported in drafting legislation proposals in line with EU requirements.

    1. Methodology

Dissemination of presentations across beneficiaries in order to facilitate their alignment with the European legislation in the field of public spaces and critical infrastructure protection.

 

    1. Deliverables

 

The dissemination of presentations across the WB6 beneficiaries in order to facilitate the alignment process of their national legislation with the European framework as regards the public space and critical infrastructure protection.

 

The dissemination of the presentations by STEs across beneficiary countries, for their alignment process of their national legislation with the European framework in the protection of public spaces and critical infrastructures. During the presentation sessions, expertly delivered in each beneficiary nation, the focus will be on engaging local authorities in taking ownership of the process. These sessions will provide an in-depth understanding of the legal intricacies surrounding the protection of public spaces and critical infrastructure. Through interactive discussions and tailored presentations, the activity aims to instigate collaborative dialogues, ensuring that the harmonization of legal standards becomes a mutually-partnered endeavor.

 

  1.  Location

Zagreb, Paris, WB6 Beneficiaries

    1. Mission date and duration of services

Each activity in the beneficiary would last 5 day per beneficiary, except for Bosnia and Herzegovina which will last for 10 days. The activity will be performed between January and May 2024, specific dates to be confirmed:

•     Kosovo: 22 – 26 January 2024

•     Montenegro: 12 – 16 February 2024

•     North Macedonia: 4 – 8 March 2024

•     Bosnia and Herzegovina: 18 – 29 March 2024

•     Serbia: 15 – 19 April 2024

•     Albania: 6 -10 May 2024

    1. Payments

The expert will receive 500 €/ worked day.

The payment will be at the end of the mission:

– The deliverables are validated by CIVIPOL and the experts team.

- The expert delivered all the administrative documents for the mission: signed contract, Time sheet, boarding passes if applicable and any other document mentioned in the contract.

– The expert sends the invoice.

    1. Logistics

The logistical aspects of the trip will be managed by Civipol or, depending on the country of origin, by the respective cooperation agency.

The expert(s) will have a plane ticket in economy class and is required to keep the boarding passes and send them back to the project office in Zagreb. If the expert travels by car, the travels will be reimbursed by kilometre and the tolls will be reimbursed with the tickets.

Per-diems paid by Civipol or by the agency concerned cover accommodation, meals, tips, local transport, and miscellaneous expenses. The per diem corresponds to the time sheets and cannot exceed the European Commission's scale.

  1. Experts’ Profile

Specific professional qualification and experience

  • Experience in monitoring processes, proposing and taking steps to improve and develop processes in police/civil protection organization
  • Expertise in creating strategic documents at national and regional level
  • Expertise in drafting law regulations
  • Experience in the field of international police/civil protection cooperation
  • Practical experience in maintaining security in larger public gatherings
  • Expertise in EU law and regulations, especially those related to critical infrastructure protection
  • Deep understanding of the EU acquis and able to assess the compatibility of national legislation with EU standards
  • Skilled in conducting risk and vulnerability assessments related to critical infrastructure with an ability to identify potential weaknesses and gaps in security measures and propose appropriate solutions.
  • Experience in managing complex projects with multiple stakeholders, overseeing the coordination and implementation of the country assessments and regional project work plan
