2 NATIONAL EXPERTS Rule of Law: Bosnia and Herzegovina-Support to the Cantonal Action Plans for the implentation of the National Strategy on combatting THB and migrant smuggling

The Overall Objective of EU4FAST is to strengthen the rule of law in the Western Balkans. 

The Specific Objective of the action is to improve the conditions for preventing and combatting migrant
smuggling and trafficking in human beings in the Western Balkans.
The action has the following outputs:

  • Output 1: The ability of Western Balkan law enforcement and judicial authorities to combat migrant smuggling and trafficking in human beings is strengthened.
  • Output 2: The ability of Western Balkan law enforcement actors to cooperate with Member States as well as JHA agencies and non-EU law enforcement actors in activities related to migrant smuggling and trafficking in human beings including through the active participation in the European Multidisciplinary Platform Against Criminal Threats (EMPACT) is increased.
  • Output 3: The ability of Western Balkan authorities and frontline workers to identify and provide protection to (potential) victims of trafficking in human beings and refer them to competent state and non-state assistance and support services is improved.
    Output 4: The capacity of border authorities of the Western Balkans to prevent and counter migrant smuggling and trafficking in human beings in line with EU standards and human rights is strengthened.

This mission falls under component 1 described above for the achievement of the work package 1.1 - Policy strategy and legislation: informing and supporting the administrative and legislative strategy on THB and migrant smuggling.

Based on assessment reports, notably formulated by the European Commission in the framework of pre-accession process (chapter 24), activities of the work package aim at identifying and bridging gaps in the legislative framework for LEAs and LEA cooperation at national and regional level related to THB and migrant smuggling. It aims to harmonise the legislative and regulatory frameworks and align them with EU structures (e.g. EUD and EUSR). It also aims to facilitate regional cooperation. Building on the existing reports, support to the integration of the proposed recommendations by the beneficiaries is provided as well as technical assistance to prioritise and implement them.

CIVIPOL is looking for two national experts for technical support to 4 BIH cantons (Una Sana, Bosnia Podrinje, Hercegovina Neretva, Western Hercegovina)  in the drafting of the action plans. 

Objectives of the activity

Intermediate results : 

  • Creation of a proposal for an Action Plan on a cantonal level (4 Cantons) based on the Strategy for the Suppression of Human Trafficking in Bosnia Herzegovina 2024-2027 and the associated Action Plan of the FBiH. 

Final results (impacts):

  • Strengthened and harmonized referral mechanism on the cantonal level in line with strategic objectives on the suppression of human trafficking in BiH.

The Position

2 experts are being recruited to perform tasks related to the elaboration of the Action Plans for the 4 Cantons of the FBiH based on the Strategy for the Suppression of Human Trafficking in BiH 2024-2027 and the associated Action Plan of the FBiH. 

Principal objective:

Elaboration of the Action Plans for the 4 Cantons of the FBiH based on the Strategy for the Suppression of Human Trafficking in BiH 2024-2027 and the associated Action Plan of the FBiH, assessment of the existing cantonal Action Plans, drafted and agreed upon among relevant stakeholders, and ready to be put in procedure for adoption by the cantonal governments.

Result(s) of the activity:

  1. Assessment of the existing cantonal Action Plans for the Cantons: Una-Sana, Bosnia-Podrinje, Herzegovina-Neretva and West Herzegovina, in close collaboration with the members of the cantonal coordination teams. Related outputs: 4 assessment reports
  2. Drafting of the new Action Plans based on assessments, done in collaboration with relevant stakeholders, also taking into consideration new strategic objectives and contextual factors (human capacities, financial support, political support). Related outputs: 4 draft Action Plans
  3. Facilitation and support to the process of finalization and putting in the procedure for adoption by the cantonal governments (presentation of the draft Action Plans to government officials of the competent bodies for anti-trafficking, facilitation of discussions and mutual agreement over the draft Action Plans, and preparation for the adoption procedure). Related outputs: 4 Action Plans agreed upon and prepared for adoption

Profile required

Domains of expertise

Human Rights, Drafting of SOPs/Action Plans in the field of the fight against trafficking in human beings.

Qualifications (education and training)

PHD master in the field of criminology or other criminal sciences; field of security or peace studies.

Specific competencies

At least 10 years of experience in working with institutions in the creation, realization and analysis (M&E) of strategic documents and their implementation.

General work experience

Minimum of 10 years of general experience  in the field of human right, fight against human trafficking, collaboration with FBIH authorities in drafting of legal texts.

Specific professional experience related to the mission

Drafting of strategic documents dealing with the fight against human trafficking.

Knowledge

Knowledge of the newly adopted National Strategy on Combatting Human Trafficking in BiH.

Knowledge of the cantonal system in BiH.

Assets

Previous work with international organizations  such as UN Agencies, EU Agencies, Implementation Project Agencies, with a particular focus on combatting human trafficking.

Languages

Fluent English and Bosnian Serbian Croatian.

Evaluation of applications
The evaluation of applications will be carried out by Civipol. The successful candidates will be contacted by the EU4FAST team for further formalities of the mobilization.
