1 Senior Expert Training in OSINT Investigations- Trafficking in Human Beigns-Smuggling of Migrants
The Overall Objective of EU4FAST is to strengthen the rule of law in the Western Balkans.
The Specific Objective of the action is to improve the conditions for preventing and combatting migrant smuggling and trafficking in human beings in the Western Balkans.
The action has the following outputs:
Output 1: The ability of Western Balkan law enforcement and judicial authorities to combat migrant smuggling and trafficking in human beings is strengthened.
Output 2: The ability of Western Balkan law enforcement actors to cooperate with Member States as well as JHA agencies and non-EU law enforcement actors in activities related to migrant smuggling and trafficking in human beings including through the active participation in the European Multidisciplinary Platform Against Criminal Threats (EMPACT) is increased.
Output 3: The ability of Western Balkan authorities and frontline workers to identify and provide protection to (potential) victims of trafficking in human beings and refer them to competent state and non-state assistance and support services is improved.
Output 4: The capacity of border authorities of the Western Balkans to prevent and counter migrant smuggling and trafficking in human beings in line with EU standards and human rights is strengthened.
This mission falls under component 1 described above for the achievement of the work package 1.3 – Strengthening basic criminalistic capabilities of LEAs on THB and migrant smuggling.
This work package aims to improve the capacity of LEA personnel in specialised investigative techniques in the fight against migrant smuggling and human trafficking. As modi operandi of Organised Crime Groups are constantly evolving, this activity will increase the capacity of local authorities and prosecution offices to deal with the advanced digitalisation of migrant smuggling.
CIVIPOL is looking for one Expert to deliver a 2 week training session in OSINT to Macedonian Police's investigation units
Objectives of the activity
Intermediate results :
- Train specialised investigators in open-source intelligence gathering and its use in a judicial context
• Final results :
The operational objective is to optimise the ability of the Macedonian Police's investigation units to identify criminal activities linked to the smuggling of migrants and trafficking in human beings through different fields of investigation.
The Position
The overall objective of the mission consists in: Strengthening the Macedonian authorities' ability to use open-source intelligence as part of their investigations.
Principal objective:
1. Improvement of the LEAs capacities to fight against migrants smuggling and trafficking in human beings.
2. Dealing with the use of social networks and digital technologies by criminal organisations involved in migrant smuggling and human trafficking.
Secondary objective:
1. LEAs and prosecution offices will be able to use specific IT tools to detect and monitor criminal activity in the different categories of information flow, and especially on the internet and social media.
Result(s) of the activity:
The expected outcome of this activity is to strengthen the Macedonian authorities' investigative capacities, and to modernise best practices in the fight against organised crime, particularly in cases of migrant smuggling and trafficking in human beings.

- Graduated from a national homeland security academy (police officer/agent or Gendarmerie officer/agent).

- 20+ years’ experience in the field of homeland security (LEA) at a technical and operational level.
- 10+ years’ experience as an investigator specialized in the area of cybercrime and criminal analysis.
Specific professional experience related to the mission
- Experience as an investigator and trainer in the areas of OSINT investigation, new technologies, and criminal analysis
- Experience in the field of international cooperation – Training foreign LEAs.
Assets
- Previous experience in the Balkan region.
- Previous experience of international technical cooperation as a trainer or/and project manager.
Languages
- Excellent command of French and English and excellent oral and written communication skills

4.2 Screening of Applications
Only applications corresponding to the selection criteria of the expert profiles will be accepted.
4.3 Submission of the methodological note:
In view of the objectives of the activity, the expert must submit a methodological note on the planned course of the activity. This note must respect the elements contained in the terms of reference.
4.4 Evaluation of applications:
The evaluation of applications will be carried out by Civipol. The successful candidates will be contacted by the EU4FAST for further formalities of the mobilization.
