Senior Project Officer

The Senior Project Officer will support the Deputy Director of the Criminal Market Component in all its tasks. He/she also will support the DD to establish a direct link with the line-ministries, which will provide expertise to the programme, and its beneficiaries. The Senior Project Officer will also ensure a direct dialogue between the Deputy Director and the Key experts. The Senior Project Officer could participate in the definition of a more precise sharing of tasks with the Deputy Director and the other Key Experts of the component according to the development of the component and the demands of the beneficiaries. The Senior Project Officer will collaborate with the Senior Executive Manager in order to ensure efficient coordination of cross-cutting activities such as monitoring and communication; and will be supported by all the Project Management Unit.

The Senior Project Officer will support the Deputy Director in the following tasks

  • Identify the demands of the beneficiary countries in his/her area of competence. Evaluate the relevance of these demands (political, sustainability, impact and high institutional priority) and its coherence with the objectives of the Programme. Validate the demands which fulfil the above mentioned criteria;
  • Elaborate an annual action plan for his/her component, gathering all the activities (national and regional) base on the demands identified;
  • Ensure the implementation, monitoring, technical justification and follow up of these activities;
  • Maintain a constant dialogue with the relevant authorities of the participating countries;
  • Bring its own expertise in all aspects of the implementation of the activities of his/her component;
  • In according with the DD Identify and mobilize specific expertise from different EU and AL countries;
  • Work closely with the Senior Project Officers and the Project Management Units a of the other components, in order to ensure a complementarity between their respective activities, develop common activities and share good practices;
  • Work closely with the Direction and Senior Executive Manager, especially on the development of cross-cutting activities and on the Programme general activities;
  • Ensure the representation of their component (and possibly of the Programme) on relevant activities and/or in regional or international meetings and forums;
  • Ensure the visibility of the Programme and the European Union in all the activities implemented by his/her Component;
  • Participate to the evaluation of the activities.

The profile of the Thematic Project Manager should comprise the following elements:

  • Senior programme manager with, at least, 10 years of work experience in management of European Union cooperation projects;
  • At least 7 years of work experience with Latin-American countries;
  • Experience of work on Police co-operation, Justice co-operation in matters of organized crime or Penitentiary administration issues;
  • Fluent in Spanish and English.
  • Working experience in the first phase of EL PAcCTO programme is an asset.
  • Working experience in Caribbean countries, desirable.
  • Portuguese, Italian and French will be considered as an asset;
  • Willingness to travel within Europe and overseas
