MISSION CONTEXT
CIVIPOL is looking for a long-term Expert in TIP/SOM investigations to contribute to the implementation of the activities of the Common Operational Partnership (COP) Nigeria, which overall objective is to contribute to the dismantling of human trafficking and migrant smuggling networks in Nigeria and the sub-region, by strengthening the capacities of the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) investigation services.
The specific objectives are to:
- Increase NAPTIP's investigation and prosecutorial capacity to effectively dismantle human trafficking and migrant smuggling networks, while ensuring the protection of victims.
- Strengthen regional and international cooperation in the fight against migrant smuggling and human trafficking.
Investigations and legal proceedings in this area remain complex and require strengthening the capacity of investigative services, improving the quality of procedures, and developing cooperation between investigators, judicial authorities, and regional partners.
The implementation of these activities relies on regular operational presence with beneficiary services, field monitoring, and close coordination with national and international partners.
JOB DESCRIPTION
Project operational management and monitoring:
- Support the Project Leader in the preparation, development and implementation of the work plan and planned activities.
- Participate in coordination with NAPTIP and operational partners.
- Contribute to the organisation of training courses, expert missions and operational activities.
- Provide technical support to targeted units in conducting investigations.
- Participate in the development and implementation of operational procedures.
- Contribute to improving investigation methods and the quality of judicial procedures.
Training:
- Provide theoretical and practical training on basic investigation techniques (interrogation techniques, crime scene investigation, legal processing of evidence, phone exploitation).
- Contribute to the preparation of training modules and their adaptation to field requirements.
Travel and field monitoring:
- Conduct regular missions to the Zonal Commands benefiting from the project to ensure operational oversight, mentoring, and needs assessment.
- Participate in audit, training, and operational support missions.
- Be able to represent the project and the Project leader and stand in for them when travelling.
Regional cooperation:
- Contribute to the organisation of regional working groups to promote the exchange of information and best practices.
- Contribute to strengthening operational cooperation with other countries in the sub-region
Reporting et coordination:
- Contribute to the drafting of activity reports.
- Participate in monitoring activities and evaluating results.
- Support coordination with short-term experts.
REQUIRED PROFILE
Professional experience:
- At least 10 years of professional experience in the field of criminal investigations related to the fight against transnational organised crime.
- Experience(s) in the field of international technical cooperation.
- Experience in conducting training or mentoring activities.
Assets:
- Experience in judicial Police technical training
- Experience in forensic and illicit financial flows
- Experience of working on EU projects/programs or other international development partners
- Professional experience in West Africa, ideally in Nigeria
Professional skills:
- Perfect command of investigation procedures and the functioning of the criminal justice system.
- Ability to work autonomously after an induction period.
- Ability to work in an intercultural environment and in sensitive areas.
- Ability to conduct technical training courses.
- Ability to travel regularly to operational areas.
Languages:
- Perfect fluency in French and English (written and spoken)
