1NATIONAL EXPERT Rule of Law: Support to the review of Albania's national strategy against THB and migrant smuggling

The Overall Objective of EU4FAST is to strengthen the rule of law in the Western Balkans. 

The Specific Objective of the action is to improve the conditions for preventing and combatting migrant
smuggling and trafficking in human beings in the Western Balkans.
The action has the following outputs:

  • Output 1: The ability of Western Balkan law enforcement and judicial authorities to combat migrant smuggling and trafficking in human beings is strengthened.
  • Output 2: The ability of Western Balkan law enforcement actors to cooperate with Member States as well as JHA agencies and non-EU law enforcement actors in activities related to migrant smuggling and trafficking in human beings including through the active participation in the European Multidisciplinary Platform Against Criminal Threats (EMPACT) is increased.
  • Output 3: The ability of Western Balkan authorities and frontline workers to identify and provide protection to (potential) victims of trafficking in human beings and refer them to competent state and non-state assistance and support services is improved.
    Output 4: The capacity of border authorities of the Western Balkans to prevent and counter migrant smuggling and trafficking in human beings in line with EU standards and human rights is strengthened.

This mission falls under component 1 described above for the achievement of the work package 1.1 - Policy strategy and legislation: informing and supporting the administrative and legislative strategy on THB and migrant smuggling.

Based on assessment reports, notably formulated by the European Commission in the framework of pre-accession process (chapter 24), activities of the work package aim at identifying and bridging gaps in the legislative framework for LEAs and LEA cooperation at national and regional level related to THB and migrant smuggling. It aims to harmonise the legislative and regulatory frameworks and align them with EU structures (e.g. EUD and EUSR). It also aims to facilitate regional cooperation. Building on the existing reports, support to the integration of the proposed recommendations by the beneficiaries is provided as well as technical assistance to prioritise and implement them.

CIVIPOL is looking for a national expert to conduct an assessment and review of the Standard Operating Procedures (SOPs) for identifying, supporting, protecting, and reintegrating victims and potential victims of human trafficking of the Albanian Action Plan on the fight against THB. 

Objectives of the activity

Intermediate results : 

  • The Albanian Ministry of Interior and its partners have an exhaustive knowledge of the effects from the former and actual Action Plan on the fight against THB, and the actual Standard Operating Procedures (SOPs) for the protection of victims of trafficking and potential victims of trafficking.
  • The Albanian Ministry of Interior and the responsible structures/institutions are carefully conducting the review of the new Standard Operating Procedures.

Final results (impacts):

  • The newly adopted document of standard operating procedures is ready to be implemented and will be used as the common referral tool in the fight against human trafficking in Albania, in line with the European Union standards.

The Position

A 2 steps of review of the SOPs will be conducted : 

  • Assessment process of the Standard Operating Procedures conducted by a national expert
  • Assessment and the alignment of the Standard Operating Procedures with the European standards conducted by an international expert

Principal objective:  Improve the efficiency of the fight against human trafficking in Albania and in the Western Balkan region.

Secondary objective: The Standard Operating Procedures will serve as a common document for all the actors involved in the fight against human trafficking. 

Result(s) of the activity: All the actors involved in the fight against human trafficking in Albania can refer to the New Document of Standard Operating Procedures, as a common ground. The efficiency of all the actions made by the actors is increased, and each actor have a better knowledge and understanding of the roles played by the others.

Profile required

Domains of expertise

  • Expertise in human trafficking prevention and victim support frameworks, particularly within the European and regional context.
  • Familiarity with Albania’s legal and institutional frameworks related to human trafficking
  • Strong analytical and drafting skills, with a focus on creating practical and user-friendly procedural documents.
  • Experience in stakeholder engagement and facilitating workshops with diverse groups 
  • Excellent understanding of international human rights standards and best practices in victim support and reintegration.

Qualifications (education and training)

  1. Advanced Degree:
  • A master’s or equivalent degree in a relevant field such as Law, Human Rights, Social Work, Public Administration, European legislation or a related discipline.
  1. Relevant Certifications (Preferred):

Specialized certifications in areas such as:

  • Human trafficking prevention and response.
  • Victim protection and reintegration programs.
  • International human rights law.

Specific competencies

Experience in Human Trafficking Issues:

At least 5-7 years of professional experience working on human trafficking prevention, victim support, or related fields.

Proven experience in drafting policies, SOPs, or procedural guidelines in the context of human trafficking or related sectors.

General work experience

In-depth understanding of Albania’s legal and institutional framework for combating human trafficking.

Familiarity with European Union directives, the Council of Europe Convention on Action against Trafficking in Human Beings, and other international standards.

Specific professional experience related to the mission

Experience working with government institutions, law enforcement, NGOs, and international organizations.

Knowledge

  • In-depth knowledge of human trafficking prevention and victim support frameworks, especially within the EU framework. 
  • Strong understanding of Albania's legal and institutional frameworks concerning human trafficking.
  • Experience in collaborating with stakeholders and facilitating workshops with various groups.
  • Comprehensive understanding of international human rights standards and best practices in victim support and reintegration.
  • Professional experience in human trafficking prevention, victim assistance, or similar fields.
  • Demonstrated ability in creating policies, SOPs, or procedural guidelines related to human trafficking or relevant sectors.

  • Ability to create clear, concise, and practical procedural documents tailored to local contexts.
  • Strong analytical skills to assess gaps and propose solutions in existing frameworks.
  • Training and Capacity Building: Proven ability to design and deliver training programs for diverse professionals.
  • Interpersonal and Communication Skills:
  • Strong verbal and written communication skills to engage with multi-sectoral stakeholders effectively.
  • Sensitivity to cultural and institutional dynamics.
  • Previous experience with international organizations such as the International Organization for Migration (IOM) or the Office of the High Commissioner for Human Rights (OHCHR).

Languages

Proficiency in the English and Albanian language.
