1 Senior Expert (Training- Forensics-Crimininalistic Capabilities-Trafficking in Human Beings/Smuggling of Migrants)

The Overall Objective of EU4FAST is to strengthen the rule of law in the Western Balkans.
 

The Specific Objective of the action is to improve the conditions for preventing and combatting migrant
smuggling and trafficking in human beings in the Western Balkans.
The action has the following outputs:

  • Output 1: The ability of Western Balkan law enforcement and judicial authorities to combat migrant smuggling and trafficking in human beings is strengthened.
  • Output 2: The ability of Western Balkan law enforcement actors to cooperate with Member States as well as JHA agencies and non-EU law enforcement actors in activities related to migrant smuggling and trafficking in human beings including through the active participation in the European Multidisciplinary Platform Against Criminal Threats (EMPACT) is increased.
  • Output 3: The ability of Western Balkan authorities and frontline workers to identify and provide protection to (potential) victims of trafficking in human beings and refer them to competent state and non-state assistance and support services is improved.
    Output 4: The capacity of border authorities of the Western Balkans to prevent and counter migrant smuggling and trafficking in human beings in line with EU standards and human rights is strengthened.

This activity is part of component 1 and will promote and support the use of the various tools for Forensic unit within police Albanian state police to successfully investigate THB and migrant smuggling related crimes. This includes improving LEA personnel capacities on specialized investigation techniques and procedures, as well as improving the availability of specialized LEA equipment combined with expertise on their usage as part of Work package 1.3.

Beyond investigators, capacity-building as part of this work package directly addresses the forensics experts of the partner LEAs. This work package aims to improve the capacity of WB police forces to conduct cross-border investigations related to serious and organized crime with a focus on THB and migrant smuggling in line with EU best operational standards. 

CIVIPOL is looking for one Expert to deliver a 5 days trainings session.

Objectives of the activity

Intermediate results:

  • Identification of the needs and common specifications delivered by the forensic police expert to the participants to allow them to improve Albanian State Police practices.
  • The training session aims to identify concrete proposals of the actions to be carried out, and to the identification of the results to be achieved.
  • Exchange of experiences and good practices between police officers from Albanian forensics’ unit and forensic expert.
  • Identification of gaps and needs in terms of additional training.

Final results:

  • A concrete improvement of the Albanian Forensic Unit to conduct cross-border investigations related to serious and organized crime with a focus on THB and migrant smuggling in line with EU best operational standards.
  • Improving the capacity of the Albanian authorities to carry out judicial investigations into organized crime linked to SoM & THB.
  • The sustained level course has to upgrade the practises to successfully investigate.
  • To master the advanced techniques, and know-how related to crime scene.

The Position

The mission consists in delivering a 5 day training session  under the coordination of CIVIPOL to support the Albanian authorities to contribute to a significant increasing of the basic criminalistics capabilities of LEAs on THB and migrant smuggling. 

Principal objective: Identify the needs regarding the intervention of Albanian forensic experts to fix the crime scene, sample and analyze proceedings in terms of police investigations in the fight against THB and migrant smuggling and prosecutions related to a significant increase in terms of follow up to the court.

Secondary objective: Build around the area of training, advice and mentoring for LEAs Forensic experts to provide an advanced training course. A high qualification that reaches the EU Standards and essential for LEA’s expert to strengthen basic criminalistic capabilities.

Result(s) of the activity: The advanced training course on forensic issues delivered to LEA’s forensic experts will reinforce consequently the knowledge and performance in their investigation skills and capabilities to enhance basic criminalistics capabilities.

Profile required

Domains of expertise

  • Training (in Forensic and ballistic sectors)

Qualifications (education and training)

Specific training and knowledge in Forensic, ballistic, intervention on Infringement scenes.

Specific competencies

  • Competencies on delivering training for the Scientific police in crime scene management.

Training in ballisticDevelopment of technical records and expertise in ballistics.

General work experience

  • 10 years in public administration with different management level.
  • Senior Management Level as team leader in different positions in Forensic and/or Ballistic unit.

Specific professional experience related to the mission

  • 5years in EU /UN missions dealing with training in Forensic, crime scene, ballistic as technician, trainer.

Knowledge

  • MS office package
  • MS Teams working environment 

Assets

  • Training sessions delivered abroad as a trainer
  • Previous experience in working in international project (CIVIPOL, GIZ, UNODC)
  • Trainer of trainer skills in Forensic

Languages

  • Excellent command of French and English (B2-C1) and excellent oral and written communication skills

4.2 Screening of Applications
Only applications corresponding to the selection criteria of the expert profiles will be accepted.

4.3 Evaluation of applications
The evaluation of applications will be carried out by Civipol. The successful candidates will be contacted by the EU4FAST for further formalities of the mobilization.

Duration: 7 days of expertise in total (5 training dates on fixed dates + 2 days of remote work for preparation and reporting)

Location: Tirana (exact location will be confirmed later)
Eligibility criteria: All nationalities permitted to legally work in the European Union and travel to the Western Balkans without requiring additional visas.
