(1) Senior Expert (Trainig-Criminalistic Capabilities-investigations- Trafficking in Human Beigns/Smuggling of Migrants)

The Overall Objective of EU4FAST is to strengthen the rule of law in the Western Balkans. 

The Specific Objective of the action is to improve the conditions for preventing and combatting migrant smuggling and trafficking in human beings in the Western Balkans.
The action has the following outputs: 

  • Output 1: The ability of Western Balkan law enforcement and judicial authorities to combat migrant smuggling and trafficking in human beings is strengthened.
  • Output 2: The ability of Western Balkan law enforcement actors to cooperate with Member States as well as JHA agencies and non-EU law enforcement actors in activities related to migrant smuggling and trafficking in human beings including through the active participation in the European Multidisciplinary Platform Against Criminal Threats (EMPACT) is increased.
  • Output 3: The ability of Western Balkan authorities and frontline workers to identify and provide protection to (potential) victims of trafficking in human beings and refer them to competent state and non-state assistance and support services is improved.
  • Output 4: The capacity of border authorities of the Western Balkans to prevent and counter migrant smuggling and trafficking in human beings in line with EU standards and human rights is strengthened.

This activity is part of component 1 and will promote and support the use of the various tools for police and judicial cooperation on concrete cross-border investigations and prosecutions in the fight against THB and migrant smuggling as part of Workpackage 1.5b

This work package is aimed to improve the capacity of Western Balkans police forces and Public Prosecutor Offices's to conduct cross-border investigations and prosecutions related to serious and organized crime with a focus on THB and migrant smuggling in line with EU best operational standards. The objective is to promote interactions between Police Officers and PPOs in order to create a common understanding of prosecutions and proceedings in investigations.

CIVIPOL is looking for one Expert to deliver a 2 days trainings session. 


 

Objectives of the activity

Intermediate results : 

  • Identification of the needs and common specifications delivered by the police and justice’ experts to improve Albanian State Police practices.
  • The training session aims to identify concrete proposals of the actions to be carried out, and to the identification of the results to be achieved.
  • Exchange of experiences and good practices between police office offices and PPOs.
  • Identification of gaps and needs in terms of additional training.

Final results:

  • A concrete improvement of the capacity of Albanian police forces and PPO’ to conduct cross-border investigations and prosecutions related to serious and organized crime with a focus on THB and migrant smuggling in line with EU best operational standards.
  • Improving the capacity of the Albanian authorities to carry out judicial investigations into organized crime linked to SoM & THB.
  • To upgrade the practises to successfully investigate and cooperate with prosecutors.


     

The Position

The mission consists in delivering  a 2 day training session under the joint coordination of CILC -CIVIPOL to support the Albanian authorities to contribute to a significant increasing of the investigative skills of LEA and PPO personnel on cross-border judicial and police cooperation.

Principal objective: Identify the needs regarding the proceedings in terms of police investigations in the fight against THB and migrant smuggling and prosecutions related to a significant increase in terms of follow up to the court.

Secondary objective: Build around of an-the-job training, advice and mentoring for LEAs and PPOs in terms of cross- border judicial proceeding to the Court for strengthening the operational capabilities and proceedings.

Result(s) of the activity: The specific common training session delivered to the judicial police officers of the sections charged with the investigation and criminal prosecution of the THB will reinforce their investigation skills and capabilities to upgrade proceedings recognizing the role of the Prosecutor as the leader of the criminal investigation.


 

Profile required

Domains of expertise

  • Training

Qualifications (education and training)

  • Master’s degree in criminal law or in Public Administration, or related discipline degree.

Specific competencies

  • Competencies on anti-trafficking in human beings as an instructor.
  • Instructor on false documents detection in accordance with ICAO (International Civil Aviation Organization).
  • Skills on Risk Analysis on Border Management.

General work experience

  • 10+ years in public administration with different management level.
  • Senior Management Level as team leader during 10 years in a police Border unit running with SOM can be considered as an advantage. 
  • Involved in capacity building in border management trainings. management with a background in training on trafficking human beings.

Specific professional experience related to the mission

  • 10+ years in EU funded missions dealing with training in human being smuggling, and border management monitoring.

Knowledge

  • MS office package
  • MS Teams working environment 

Assets

  • Previous experience in the Balkans.
  • Previous experience in working in international project (CIVIPOL, EUROJUST, CEPOL)

Languages

  • Excellent command of French and English (B2-C1) and excellent oral and written communication skills

4.1 Submission of applications

Please mention in the subject line "EU4FAST application -activity n° 1.5.b.6 " Upon receipt of the approval of his application, the expert will prepare his mission, in the form of a document that must be validated by CIVIPOL. Incomplete or late applications will not be considered.

4.2 Screening of Applications 

Only applications corresponding to the selection criteria of the expert profiles will be accepted.


4.3 Submission of the methodological note:
In view of the objectives of the activity, the expert must submit a methodological note on the planned course of the activity. This note must respect the elements contained in the terms of reference.


4.4 Evaluation of applications:
The evaluation of applications will be carried out by Civipol. The successful candidates will be contacted by the
EU4FAST for further formalities of the mobilization.

Eligibility criteria: All nationalities permitted to legally work in the European Union and travel to the Western Balkans without requiring additional visas.
