    Project and context

    1. In order to support the Egyptian government's efforts to achieve rights-based and protection-oriented border management, the project aims to strengthen the capacity of the Egyptian Navy and Border Guard to conduct border surveillance and search and rescue (SAR) operations on land and at sea in accordance with national and international obligations, human rights and environmental standards, migrant protection approaches. The project is implemented in partnership by IOM Egypt and CIVIPOL.

       

    2. For the purposes of equipment acquisition, a technical committee composed of representatives of CIVIPOL and the project management assistant analyses the requests of lessors and end users, defines a proposal for the equipment of three SAR1700 and one SAR5000, issues technical opinions, recommendations and implementation schedules, and validates the acquisition documents.
    3. It defines and refines the expected results of the project for the various lots to be procured and controls the implementation of the agreed activities.
    4. The technical committee validates or submits to the Steering Committee, with regards to the objectives of the project, the proposals and implementation documents of the project, in particular for the needs of procurement.

       

    Challenges and objectives of the equipment programme 

    The project aims to set up SAR resources as well as the corresponding training (implementation of resources, operational qualification and maintenance).

    The definition of the need, the drafting of technical specifications and the supervision of production, delivery and installation require special monitoring, in conjunction with project management. 

     

    1 Mission and objectives

     1.1 Missions and expected results

    The mission consists, at the request of the Project Manager or the Technical Resident Expert in Cairo, in providing his expertise for any aspect related to the process of solutions definition, delivery (preparation, construction) of equipment and/or systems.

    The expert undertakes to personally contribute to the successful completion of the project by making his or her knowledge and advise available. He/She also undertakes to provide the information deemed useful for the realization of the project and the better understanding of its environment, in particular through ad hoc expert reports, in order to identify to the best of his/her knowledge possible issues or difficulties in the conduct of the process.

    The expert will assist the Technical Resident Expert in Cairo by providing technical and sectoral information, soliciting his / her knowledge and networks when necessary, drafting and controling documents relating to the activity necessary for the implementation of the project.

    To this end, he may be required to participate in the Technical Arbitration Committee and the Tender Evaluation Committees.

     

    In view of his knowledge of the sector, the solutions available and the financing capacities of the project, the expert will contribute in particular to the following points:

    • Expression of capacity needs and identification of available solutions,
    • Doctrine of use promotion, organization & usual SOPs, collection of local information and recommendations for adjustment,
    • Nature and adequacy of the proposed solutions evaluation, in particular with regard to ancillary services, including operational training,
    • Identification of the necessary services and implementation conditions, including MCO,
    • Analysis, adjustment until consensus of the technical arbitration committee of the solutions and their transcription into project documents (presentations, procurement, promotion and reports)
    • In coordination and under the control of the Technical Resident Expert in Cairo, monitoring and evaluation of the services and outputs of the project, from the execution schedule, discussion of deliverables until a favourable technical opinion is agreed upon, definition of possible mitigation measures. Notification to the Steering Committee of the points of attention and arbitration needs.

       

    1.2 Sustainability strategy

     

    The expert will contribute, on the one hand, to the continued strengthening of relations of trust with the beneficiary and, on the other hand, to the promotion of expertise and consulting services, the proper management of project activities and the identification and anticipation of potential technical difficulties. It will also contribute to the promotion of professional uses and to the construction of a common understanding of the cultures and constraints of the various actors. Finally, it will contribute to the gradual construction of a culture of joint work.

    The expert will also contribute to the consolidation of a relationship of trust and a common working culture within the Technical Arbitration Committee and Beneficiaries.

     

    1.3 Information and resources

     

    The Technical Resident Expert in Cairo will be the main interlocutor who will provide the necessary information for the proper understanding and implementation of the project.

     

    The expert will provide the financial and technical means required to effectively carry out the tasks entrusted to it.

     

    2 . Practical information

    2.1 Conditions of execution

    A maximum of 30 days of service, remotely or face-to-face meetings in Paris or Egypt.

    The Technical Resident Expert in Cairo will, along with the Project Manager, confirm and validate possible needs for field trip and means necessary to the project implementation. The execution of the missions will be planned with the CIVIPOL Technical Resident Expert in Cairo.

    The expert reports on his/her activities to the Technical Resident Expert in Cairo and, when necessary, to the Project Manager.

    The expert will, whenever necessary, solicitate his/her professional network.

    Compliance with the requests and operational deadlines agreed with the Technical Resident Expert in Cairo is a priority.

     

    2.2 Qualifications and skills

    • Expertise in the field of maritime drones use and equipment, allowing a proper understanding of the issues and needs of the interlocutors;
    • Professional English essential, the working language could be French;
    • Fluency in Egyptian Arabic is appreciated,
    • Knowledge of European programmes is appreciated,
    • Excellent interpersonal skills,
    • Autonomy, rigor, sense of organization, ability to work in a team and meet deadlines.

    Referencing process:
