Payam is an International Economic Law graduate from the University of Paris I Panthéon-Sorbonne. He was a teacher-researcher before joining the CNRS (Centre national de la recherche scientifique – National Centre for Scientific Research) Comparative Law Group. He was then in charge of several programmes run by the Ministry of Foreign Affairs aimed at supporting the training of judges in Afghanistan before becoming cooperation attaché in Libya, then Morocco where he led the governance department at the French Embassy. He is a specialist in delivering international cooperation projects in states experiencing crisis or transition especially in the prevention of violent extremism and capacity building linked to the fight against terrorism. He joined CIVIPOL in March 2018 as a Project Manager.
